About waste management licensing
Any
site wanting to receive, dispose or treat waste must hold a valid licence or exemption, as required by the Environmental Protection
Act 1990 and the Waste Management Licensing Regulations 1994. Exemptions require a much higher standard of environmental provision
at the outset, including impermeable paving and consented water discharges. A licence must be surrendered when the site ceases
to operate and evidence provided to the environmental regulator that the shut-down is unlikely to cause pollution of the environment,
harm to human health or detriment of the local amenity.
Site inspections
An increasing number of enforcement notices and prosecutions are being brought against scrap yards and waste
management sites. With our proven track record in waste consultancy, Judge Lloyd Associates Ltd offers tailor-made site inspections
to ensure you are better prepared for a visit by the regulator. Our experienced environmental consultants will carry out a

Visits by the Environmental Regulator
These
generally take place once per month on sites with Waste Management Licenses and once a year on exempt sites. The regulator
is the Environment Agency in England and Wales, and the Scottish Environmental Protection Agency in Scotland. Both have the
power to issue enforcement notices and to close a site if necessary.

investigation
Investigations into potential land contamination are a crucial element of acquisitions

The new contaminated land regime requires the risk assesment of sites using

and the impact on a receptor. This may be acheived by undertaking a desk study and/or environmental assesment and an intrusive
